There is hereby incorporated by reference for the purpose of regulating traffic within the corporate limits of the City of Maize, Kansas, that certain standard traffic ordinance known as the “Standard Traffic Ordinance for Kansas Cities,” 51st Edition (the “Standard Traffic Ordinance, 51st Edition”), prepared and published in book form by the League of Kansas Municipalities, save and except such articles, sections, parts, or portions as are hereafter modified or changed. No less than one copy of the Standard Traffic Ordinance shall be marked or stamped "Official Copy as Adopted by Ordinance No. 1050,” with all sections or portions thereof intended to be changed clearly marked to show any such change and to which shall be attached a copy of said ordinance and filed with the city clerk to be open to inspection and available to the public at all reasonable hours.

Section 33(a), Maximum Speeds, of the Standard Traffic Ordinance, 51st Edition, is changed to read:
Except as provided in subsection (b) of Section 33 of the Standard Traffic Ordinance, 51st Edition, and except when a special hazard exists that requires lower speed for compliance with K.S.A. 8-1557 and amendments thereto, the speed limits specified in this Section 14-102 of the Code of the City of Maize, Kansas, will be the maximum lawful speeds, and no person shall operate a vehicle at a speed in excess of the maximum limits specified in this Section 14-102.
(1) Thirty (30) miles per hour on all streets located in the City limits except for streets designated in Sections 14-102(2) and 14-102(3) below;
(2) Forty (40) miles per hour on all streets within the City designated as arterial streets in Section 14-208 of the Code of the City, except for arterial streets designated in Section 14-102(3) below; and
(3) Twenty (20) miles per hour on all streets specified in Section 14-202 of the Code of the City.

14-103. Authorization to operate all terrain vehicles, golf-carts and worksite utility vehicles added to section 114 of the standard traffic ordinance.
All-terrain vehicles, golf carts, and worksite utility vehicles are authorized to operate on streets within the corporate limits of the City with limitation set at Section 114 of the Standard Traffic Ordinance, 51st Edition.

Sections 114.1, 114.2, 114.4 and 114.5 of the Standard Traffic Ordinance are changed by adding the following language:
Operation of certain vehicles within the city limits. All-terrain vehicles, micro utility trucks, golf carts and worksite utility vehicles are authorized to operate within the city limits of the city subject to limitations set forth in Sections 114.1, 114.2, 114.3, 114.4 and 114.5 of the Standard Traffic Ordinance, as otherwise set forth in the Standard Traffic Ordinance and as set forth in this section:
(a) It is unlawful for any person under 14 years of age to operate an all-terrain vehicle, micro utility truck, golf cart or worksite utility vehicle within the city limits
(b) It is unlawful for a person who does not possess a driver’s license to operate a micro utility truck, or golf cart within the city limits of the city, unless a person with a driver’s license that is not restricted is in the vehicle with the unlicensed driver.
(c) A person operating an all-terrain vehicle, or a work-site utility vehicle must be a licensed driver and be operating within the restriction of the operator’s license.
